Welfare center inspected for mistreating HIV-positive children

Ho Chi Minh City authorities on Tuesday started inspecting a center for children with HIV after its caregivers were caught on video physically abusing the children.
The Linh Xuan Care and Support Center for Children will be inspected for a week before relevant measures are taken, said Huynh Tan Dung, chief inspector of the city Department of Labor, War Invalids and Social Affairs.
“We feel regretful for what happened at the center and it should be clarified immediately,” he said.
The center's director Nguyen Thi Kim Tien has been temporarily suspended until April 21 as inspectors evaluate the extent of her responsibility in the case. 
On Monday, Tuoi Tre released a video showing several caregivers at the center mistreating the children.
The center on the same day suspended five caregivers, saying three of them have admitted to slapping and hitting the children.

The caregivers featured in their video worked in one of the wards at the center that oversees more than 20 children, mostly aged three to six. Some of the children are mentally underdeveloped.
Tien said the center prioritizes nurturing and educating the children for their best development.
“We will closely cooperate with inspectors to have strict measures against individuals found with violations,” she said.
Tien said the five suspended caregivers had been told to make a report on the case.
However, they seemed to be insincere in the reports, she said.
